Introduction

Utility agencies are tasked with managing and maintaining a complex system of drinking water, wastewater, and stormwater infrastructure. Many spend their time reactively, responding to daily issues and fixing broken pipes or addressing other emergencies. Akel Engineering Group provides  water utilities with a proactive approach to get ahead of potentially failing infrastructure through the development of a Renewal and Replacement (R&R) plan to mitigate potential pipeline failures and to provide sustainable financial planning for their water infrastructure.

The Challenge: Navigating Financial Sustainability in Utility Management and Maintenance

Water Utilities reach out to Akel Engineering with their key concerns: how to develop a financially sustainable and defensible plan for their wet infrastructure with prioritized pipeline improvements to address capacity or pipeline replacements to address condition.

Water utilities have limited annual budgets and they often have to make difficult financial decisions when dealing with unexpected budget cuts. Regardless, they are expected to maintain the wet infrastructure in good operating condition and providing an adequate level of service.  The consequences for not having renewal and replacement plans include potential collapses of the aging pipelines, and resulting with very expensive fixes and undesired press.

Akel Engineering helps water agencies develop smart infrastructure plans that prioritize improvements based on either pipeline capacity urgency or pipeline condition urgency. These master plans and Renewal and Replacement (R&R) plans provide suggested 5-year and 20-year defensible financial expenditure plans for budgeting purposes.

The Solution: A Data-Driven Approach to Management and Maintenance

Water utilities are managing a high volume of data. In order to identify key issues, such as bottlenecks in the water or sewer system or weakness in the condition of the pipes, it is necessary to examine the entire system. An analytical approach helps to pinpoint the most important issues and show the path ahead. Water utilities also need a defensible, data-based approach to prioritize and justify their upcoming maintenance and pipe replacement projects.

Akel Engineering uses the full range of AquaTwin products to evaluate the capacity and condition of the existing wet infrastructure. Their team works to prep, validate, and check the data and the intense analytics take place in the background. Akel Engineering ensures that the data is connected accurately and uses AquaTwin tools to develop solutions. Their final model distinguishes between expansion improvements and replacement improvements and includes a prioritized plan.  AquaTwin tools, which provide thorough documentation of the data-driven effort and recommendations, are often transferred to client agencies for future updates.

The Impact: Smart, Sustainable Plans for the Future

Transparency and data-based decision making are very important to water utilities, since their financial investments directly impact customers’ monthly utility bills. Aquanuity provides the data-backed solution that shows needed financial investments and their relative priority. Akel Engineering leverages the full portfolio of AquaTwin products to fully understand the existing infrastructure and build a long-term, financially sustainable plan for the management and maintenance of wet infrastructure.

Case Study: New Smart Plan for the City of Fresno

As a case study, Akel engineering Group is currently completing a project for the City of Fresno, CA (population 545,000), and by developing a sewer system master plan and a renewal and replacement plan. This project includes the following elements:

  • Task: Capacity evaluation of 1,600 miles of existing sewer pipelines. Solution: AquaTwin Sewer was the central tool used in completing this capacity analysis and in developing recommendations.
  • Task: Criticality analysis to identify the sewer assets most important pipelines. Solution:  AquaTwin Asset was the central tool used in completing this criticality analysis to include the likelihood of failure and consequence of failure analysis, and in developing prioritized rehabilitations.
  • Task: Condition analysis of the pipes most at risk of failure, and recommendations for renewal or replacement. Solution:  AquaTwin Asset was used to identify 50 miles of the highest at-risk-of-failure pipelines with their CCTV reviewed and recommendation for rehabilitation provided.
  • Task: Sustainable budget expenditure needs. Solution: Data driven analysis by AquaTwin Sewer and AquaTwin Asset provided the needed data driven analysis to develop a defensible and sustainable annual budget expenditure.
